The impending launch of Russia’s digital ruble is poised to initiate the nation’s “most significant monetary reforms since the 1990s,” according to a report. ProGorod suggests that this Central Bank Digital Currency (CBDC) project will mark a transformative milestone comparable to the economic changes witnessed after the collapse of the Soviet Union.
The “real-world” pilot of the digital ruble commenced in August across 11 cities, including Moscow and Yekaterinburg. Looking ahead to 2024, the Central Bank plans an expansive rollout, intending to involve at least 16 additional banks in the pilot. The Ministry of Finance has expressed its ambition to incorporate the digital ruble into government transactions starting next year, with aspirations for a nationwide implementation no later than 2025.
Contrary to the Central Bank’s initial timeline of a “2025 to 2027 rollout,” Finance Minister Anton Siluanov outlined plans to use the digital ruble for “social payments” and “subsidies.” The ministry is also exploring the concept of “marking” or “coloring” digital ruble coins to monitor fund usage for specific purposes, a proposal initially introduced by the Central Bank in September. This approach could enable tracking of state budget fund allocations.
Siluanov indicated that the ministry plans to pilot various Treasury payments at the beginning of the year, potentially including subsidy transactions. There is also consideration for experimenting with “marked” digital rubles for child benefits and pensions in 2024, aimed at ensuring these funds are utilized as intended.
The report notes that the “coloring” of digital rubles, as an example, could help ensure child benefit payments are used appropriately and not diverted to pay off loans or fines. The government’s recent move to grant increased powers to Russian bailiffs for seizing CBDC coins and cryptoassets aligns with these efforts.
Despite these developments, some lawmakers are dissatisfied with the Central Bank’s digital ruble plans. A group of MPs is advocating for a shift from the current retail model to a wholesale CBDC approach.
